The building will be torn down and the site used for a three-story building containing retail and housing space.

A new development project for the downtown Newark area was approved Monday at the city council meeting.

The plan calls for demolishing the building that houses Formal Affairs and erecting a new one with retail space on the first floor and six apartments on the second and third floors.

Lang Development Group and C. and E. Holding Company had requested the approval for a major subdivision the property at 129 E. Main St.

John Locke, owner of the tuxedo shop, said the plan was to rebuild when he first moved Formal Affairs to the site 15 years ago.

“I always planned to build a new building,” Locke said. “I just didn’t think it would take this long.”

Locke requested to increase the number of tenants allowed from three to four. Despite some council members’ concerns over the amount of spaces in the parking waiver, the amendment passed.

“People want to live downtown,” Locke said. “People want to live on Main Street.”

Formal Affairs will still remain in business, although it is uncertain whether the shop will take occupancy in the new building or move to another location.
